Organization Structure

  The PHCI is a semi-autonomous institute under the Directorate of Human Resource and Development in the Ministry of Health and Social Welfare. The institute has double role of being a Zonal Health Resource Centre as well as a Primary Health care Institute that conduct both long and short courses.


Organization structure

  Primary Health Care Institute has five operational units that are directly under the Director of the institute. The Organogram of the institute is shown in appendix 1.


Director: Dr Benedict T Ndawi

  • Head of the institute
  • Ensuring the designing and developing courses and syllabus/curriculum pertaining to PHC program
  • Ensuring that all such courses/programmes are imparted to different levels and categories of staff
  • Collaborating with Ministry of health and Social Welfare and other ministries in running seminars or workshops at the institute
  • Collaborating with local and international academic institutions by inviting facilitators to come to the institute
  • Ensuring that all course are run as programmed
  • Coordinating with MoH&SW and heads of operational units of PHCI-I in active planning, designing and organizing programmes which will actively increase performance levels of the institute.

Deputy Director: Dr Roman B Momburi

  • Secretary to the academic committee
  • Coordination of all operation departments
  • Deputize the Director in his absence
  • Advisor to the Director
  • Ensuring that all course are run as programmed
  • Coordinating with MoH&SW and heads of operational units of PHCI-I in active planning, designing and organizing programmes which will actively increase performance levels of the institute.

Heads of departments

Academic and training department: Dr.Roman B Momburi

  • Provide technical support to sectoral and Multisectoral training to national, zonal, regional and district institutions
  • Coordinate short courses in specialized areas to various target groups
  • Coordinate a field training component to diverse groups of training
  • Coordination of long courses and short courses
  • Planning of staff development
  • All other training activities not mentioned above

Administration: Mr. Damian N. Mwamwongi

  • Ensures the economical and efficient management of the institute
  • Ensures neat and tidy environment, accommodation for trainers/participants and their welfare
  • Ensures cleanliness and hygienic conditions of the hostel blocks, cafeteria and offices
  • Ensures up to date inventory of all furniture, machines, training equipment, cafeteria, hostels and offices
  • Ensure government regulations are adhered to for purchasing equipments and supplies for the institute
  • Overseas an efficient accounting system
  • Preparation of annual budgets
  • Human resource and discipline of staff

Information and Documentation: Mr. Moses E Fusi

  • In charge of the institute resource centre
  • Maintain a bibliographic resource centre
  • Use the resource centre to provide a bibliographic support to train resource and service programs
  • Establish and maintain appropriate channels of communication to promote better integration with the Ministry of Health and Social Welfare and other sectors
  • Document Primary Health Care Institute information that may be used for national activities
  • Establish and maintain an up to date bank on research and training
  • Dissemination of information to training institutes and districts

Research and development: Dr Haji S. S. Shemhilu

  • Plan and conduct health related research
  • Evaluate and suggest areas of improvement for on going health programmes
  • Promote health system research
  • Test new approaches in training and service areas
  • Collaborate with other PHC researchers
  • Coordinate development and research activities for the institute
  • Promotes the utility of research findings among health planners, administrators and managers of government and non governmental organization

Consultancy department: Dr Haji S. S. Shemhilu

  • Coordinate all consultancies carried out by the institute
  • Provision of consultancy services
  • Dissertation paper write ups
  • Evaluation and supervision
